Auto purge of cached email not working on POP sympatico email accounts

The auto purge feature described here:

does not work on my iphone or iPod Touch for my ISP's POP email accounts (Bell Sympatico in Canada). This behaviour is constant across multiple email addresses. Thus, when the mailbox if full according to the 'show 200/100/75/etc.' setting in Set-up, new email is blocked. The purge feature should cause the oldest items to be deleted, but it is not working on these accounts. I have to manually delete email to reduce the in-box below the 'show' setting to allow new email to be pulled into the in-box.
The pure feature works fine on .me/.mac email addresses.
Any suggestions? Apple tech support has not been able to resolve this after 2 months.
iPhone is 3G, with latest 2.2 s/w update. Also use a MacBook Pro, using Mail as email application. Not sure if there is a conflict between settings on the laptop vs. settings on iPhone/iPod.
